Public welfare in the census

India has officially launched the preparations for Census 2027, the country’s next comprehensive population and housing count. This exercise marks several historic firsts: inclusion of caste data, self-enumeration options, and a fully digital process—all aimed at enhancing data accuracy and citizen participation.

Census 2027: Schedule and Phases

  • The Census will be conducted in two major phases:
    • Phase 1 (House Listing and Housing Census): Begins October 1, 2026, in Ladakh, Jammu & Kashmir, Himachal Pradesh, and Uttarakhand, focusing on housing and household facilities.
    • Phase 2 (Population Enumeration): Takes place across India starting March 1, 2027. This phase will enumerate detailed demographic, socio-economic, and caste data for every household.

Key Highlights

  • First Digital Census: For the first time, households can self-enumerate via a secure online portal, making participation easier and processes more transparent. Over 34 lakh enumerators will support the exercise.
  • Caste Enumeration: This is the first nationwide collection of caste data since 1931, with implications for policy, welfare, and future resource allocation.
  • Data Security and Technology: The process employs mobile apps, GPS tagging, and robust digital safeguards to maintain accuracy and protect personal information.
  • Pre-Test and Training: A pre-test phase for selected regions will run from November 10 to 30, 2025. This stage will ensure technology and methodology are robust ahead of the full rollout.

Citizen Participation

  • Self-Enumeration Window: Citizens are encouraged to submit their information online between November 1 and 7, 2025, as part of the pre-test and in full census phases.
  • Multi-language Support: Census activities will be available in 16 languages, ensuring inclusiveness for India’s diverse population.

Policy Impact and Importance

The data from Census 2027 will help guide governance, economic planning, urban and rural development, and the allocation of resources for the next decade. It will also influence critical political changes such as Lok Sabha seat delimitation ahead of the 2029 general elections, making this census pivotal for India’s future.
